Description - Here, you have to write the full explanation of what your blog is about. Your description must be up to 150 characters long.
Privacy - In the privacy, you have to tick "yes" at both places and click on the Save Changes button to save.
Publishing
Blog Address - The address of your blog should be related to the title then only it will be SEO friendly. Your blog's URL should not be too long otherwise search engines will not be able to read your blog.
Third Party Domain Setting - You can use here by purchasing the domain from the third party. For this, you can use it on your site by registering a domain name from Bigork.com, GoDaddy.com.
HTTPS
Blogger provides free HTTPS (Secure HyperText Transport Protocol) certificate. This is very important from the security point of view. Here, you have to select YES for both options.

Permissions
Blog Authors - Here you can see your name and your email address. If you want to add another author, you can add it. There are two options "Admin" and "Author". If you want to give all authority as site or blog owner select Admin option otherwise select Author. For the Guest Posting Author option is better.
Blog Readers - If you have created your blog for the public then you should let it remain public.
